Professor Ce ZHU Invited to Participate in French University Doctoral Defense and Conduct IEEE Distinguished Lecturer Seminar

From February 28 to March 3, Professor Ce ZHU from the School of Information and Communication Engineering was invited as a member of the doctoral defense committee to participate in the doctoral defense at INSA Rennes (National Institute of Applied Sciences) and the Institute of Electronics and Telecommunications of Rennes (IETR), both located in France. Additionally, he was invited by the joint committee of the IEEE Circuits and Systems Society and the Signal Processing Society of France to conduct an IEEE Distinguished Lecturer seminar.

On March 1, Professor Ce ZHU participated in the doctoral defense of Maxime Bichon organized by INSA Rennes and IETR. The dissertation focused on global rate-distortion optimization research for the current international video coding standard, HEVC. Professor Ce ZHU and his team have made significant contributions to the field of rate-distortion optimization in video coding, and their original work has been internationally recognized. Therefore, he was invited to serve as a committee member for the defense of this doctoral dissertation. The five members of the doctoral defense committee came from various countries, including China, France, and Germany. The other four members were Professor Christine Guillemot (IEEE Fellow), the research director of the National Institute for Research in Computer Science and Automation (INRIA), Professor Frederic Dufaux (IEEE Fellow), the head of the telecommunications research department at the French National Center for Scientific Research (CNRS), Professor Marco Cagnazzo from Telecom ParisTech, and Dr. Mathias Wien from RWTH Aachen University in Germany.


On February 28, as an elected IEEE Circuits and Systems Society Distinguished Lecturer for 2019-2020, Professor Ce ZHU delivered an IEEE Distinguished Lecturer seminar titled "Towards Global Rate Distortion Optimization in Video Coding: Recent Developments" at INSA Rennes. He introduced the relevant background knowledge of global rate-distortion optimization coding, elaborated on the fundamental principles of inter-frame correlation rate-distortion optimization coding, and explained the proposed Lagrangian multiplier adaptive method for inter-frame correlation rate-distortion optimization coding. The presentation included demonstrations of related results, highlighting the advantages of the proposed methods. In the end, he answered questions from the audience. Professor Ce ZHU has conducted solid research in the field of rate-distortion optimization in video coding, and the seminar lasted for 50 minutes. Afterward, the audience actively asked questions, engaging in effective communication with Professor Ce ZHU. The seminar was successful and received positive feedback and evaluations from the attendees, who found the content enlightening. Following the seminar, Professor Ce ZHU also engaged in tea break discussions with some enthusiastic audience members.

This exchange facilitated the sharing of research achievements in related fields, deepened mutual understanding between our university and INSA Rennes, and strengthened the friendship between both institutions.


Professor Ce ZHU has been committed to enhancing collaboration between our university and internationally renowned universities, research institutions, and academic organizations. He has served as a committee member for doctoral defenses or thesis reviewers in universities in Singapore, Australia, the UK, France, and Hong Kong, among others. In recent years, he has delivered 3-hour tutorial lectures at multiple international academic conferences, including the IEEE Circuits and Systems Society flagship conference ISCAS 2015. He has also served as an editor for eight SCI international academic journals, including five IEEE journals such as IEEE Transactions on Image Processing (TIP), and as a guest editor for several SCI journals, including IEEE Journal of Selected Topics in Signal Processing (JSTSP). This year, Professor Ce ZHU was also elected as a member of the Steering Committee of the IEEE International Conference on Multimedia and Expo (ICME), the flagship conference in multimedia, representing a significant role in guiding and overseeing various aspects of ICME's organization. The Steering Committee consists of two representatives recommended by each of the four IEEE Societies (Circuits and Systems Society, Communications Society, Computer Society, and Signal Processing Society), totaling eight members. The IEEE ICME Steering Committee is a crucial body responsible for guiding and formulating relevant regulations for ICME, deciding on the host and timing of ICME, and other related matters.
